Vaidy Mohan has turn our attention to a very known error these days on Vista operating system related to BCP Utility error:
Normally we used to go to users in control panel, remove "UAC feature" checkbox and wait to restart PC..................
Beside that this cannot be agreed by some of the users, I personally also hate to wait! Vaidy suggested another solution, which is only right clicking on GP shortcut and run it as Administrator :)

If I remember correctly, installing GP outside of the Program Files directory solves this as well, even with UAC on.

You can run it as administrator, but that isn't a solve in our organization. The root cause of the problem is that when you run the GP utilities app it needs to be able to create a "temp" folder in the SQL directory. If you give your users write or modify permissions to C:\Program Files (x86)\Microsoft Dynamics\GP\SQL\Temp, then it works.
